Someone didn't actually watch the show, or just didn't pay attention.

Hell in Hazbin (and Helluva Boss) is portrayed as a cesspit filled with bad people. Even among just named characters there's murderers, rapists, and even cannibals (which freak even Charlie out). Characters like Valentino clearly belong in Hell. Lucifer even bemoans how bad humanity is, saying "Our 'people', Charlie, are awful! They got gifted free will and look what they did with it! Everything's terrible!" There are a handful of semi-decent Sinners that try to get better (which is the whole point of the Hotel), but most don't. Even among the living humans we see in Helluva Boss, most of them are just rotten people.

Meanwhile, Heaven is portrayed as a mostly nice (but implied to be strict) place with good people. The exterminations were a conspiracy between Sara and Adam & his army. Nobody else knew, and Emily was clearly shocked and appalled when Adam blabbed about it at a public meeting.

The point is that not everything is always black & white, and that sometimes there's shades of grey. Bad people can sometimes turn a new leaf, and the nominal good guys can sometimes become corrupt.

"Gray morality" nowdays is only a cheap excuse for writers to throw everything at the wall to see what sticks.

Characters like Adam (genocider) and Valentino (serial rapist) are clrealy meant to be irredeemable monsters, but it does not make sense when you also have characters such as Angel Dust (mobster) and Alastor (cannibalistic serial killer). The latter two's crimes are barely addressed if at all, and the former two are barely any worse.

Was it ever mentioned Angel Dust killed people when he was alive? What about his victims? His redemption means jackshit if that is never addressed. Only difference between him and Valentino is Angel Dust's terribleness happened offscreen, meanwhile Valentino's is always onscreen.

Why is Adam an angel when he is as bad as sinners? Did Adam use to be decent at the beginning but eventually power went over his head and became corrupted? Nope! He is just evil through and through and no one exactly knows what decides who goes into Heaven or Hell!

Oh, also Lucifer was only a free thinker and dreamer, guys! Other angels were mean bullies to him!

This is what pisses me about the Hellaverse. It only pretends to be something deep, complex and meaningful, when in reality it is just trash. Tom and Jerry being frenemies has more complexity than this.

JFC, will you just stifle? Honestly, it's clear to me that you're just complaining for the sake of complaining. It's just more of the entitled "Why isn't the story/this character exactly how I want it/them to be?" bullshit I've seen for many years. News Flash: It's not your story to tell. You don't get to set the rules of a fictional world someone else made. "But it doesn't make sense to me!" Well, that sounds like a personal problem. Most people aren't having the problems you're having.

You clearly don't like Hazbin & Helluva. Okay. Fine. Instead of wasting time bitching about shows you hate and that clearly live rent-free in your head, how about you use that time to go watch something you do like.

To add to this, bitching about movies and TV shows is one of the most colossal wastes of energy there is, and it's always being done by people who want others to view them as sooooo sophisticated even though they have the media literacy of a 13-year-old that just discovered CinemaSins a week ago and binged their entire channel. People take their entertainment way too seriously sometimes, even when it's not constructive or appropriate. Like, it's just a movie. Either watch it or don't. Seriously, the vitriol I've seen spewed over movies & shows about space wizards or superheroes or hobbits is not really what I'd consider acceptable adult behavior.

There's a line from Jay & Silent Bob Strike Back that's just as relevant now as it was in 2001:

"The Internet is a communication tool used the world over where people can come together to bitch about movies and share pornography with one another. … This is a site populated by militant movie buffs: sad, pathetic little bastards living in their parents' basement downloading scripts and what they think is inside information about movies and actors they claim to despise yet can't stop discussing. This is where you go if you wanna hear frustrated would-be filmmakers mouth off with their two-bit, arm-chair-director's opinions on how they all could've made a better Episode One."
